    • Biography

    Mr. Watts is a Board-certified city, county and local government lawyer and is chair of the Administrative, Land Use and Environmental Law Department of Cobb & Cole. He was graduated first-in-class from Stetson University College of Law in 1971, and served as a founding member of the Campbell University School of Law from 1976-78, where he taught courses in constitutional law and legislation. Mr. Watts practices in both the public and private sectors, concentrating in matters pertaining to land use, environmental regulation, governmental law, and related administrative, trial and appellate practice. Mr. Watts has often served as special counsel for governmental bodies and has participated in more than 50 reported appellate decisions.
