Mr. Challis practices in Cobb Cole's Administrative, Land Use and Environmental Law Department.
Mr. Challis's practice focuses on representation of developers and business interests in addressing
a variety of land use and environmental matters. Mr. Challis's land use practice concentrates on
comprehensive plan amendments, rezonings, Developments of Regional Impact, and subdivisions.
As part of his environmental practice, Mr. Challis concentrates on issues involving solid and
hazardous waste, water pollution, wetlands, protected species, and environmental remediation,
and he has published several articles related to these areas.
Mr.Challis received his Bachelor of Science in Government and Public Administration from Lipscomb
University in Nashville, Tennessee and his Juris Doctor from Wake Forest University. While at
Wake Forest, Mr. Challis was an editor of, and was published in, the Wake Forest Law Review.
Mr. Challis is the Vice-President of the Daytona Beach Partnership Association. He is also a
member of the Halifax Chamber of Commerce, serving as the Chairman of the Local Government
Committee, and the Volusia County Association for Responsible Development, serving as the
Chairman of the Land Development Code Amendment Committee. Mr. Challis is a member of the
Daytona Beach Young Professionals Group, and was honored as its Member of the Year for 2008.
Mr. Challis is a member of the North Carolina Bar and Florida Bar. Before joining the firm in 2004,
Mr. Challis practiced law in Charlotte, North Carolina. Mr. Challis is a native of Ormond Beach.
