Mr. Watts is a Board-certified city, county and local government lawyer, rated AV by Martindale-Hubbell. He is chair of the Administrative, Land Use and Environmental Law Department of Cobb & Cole. He was graduated first-in-class from Stetson University College of Law in 1971, and is admitted to practice before the state courts of Florida and North Carolina, the Fourth, Fifth and Eleventh Federal Circuits, and the United States Supreme Court. From 1976-78, he served as a founding member of the Campbell University School of Law, where he taught courses in constitutional law and legislation. Except during this sabbatical, Mr. Watts has practiced in Florida since 1972. He practices in both the public and private sectors, concentrating in matters pertaining to land use, environmental regulation, governmental law, and related administrative, trial and appellate practice. Often serving as special counsel for governmental bodies, he has participated in more than 50 reported appellate decisions establishing significant precedents in his fields.
